A range of values that an AmountDecimal can take.

If either ‘minimum` or `maximum` is omitted, the range is “open” on that end:

‘minimum` specified: `amt >= minimum` `maximum` specified: `amt <= maximum` both specified: `minimum <= amt <= maximum`
