Normalize an operation to one of OPERATIONS. Ingress and protocol-v2 compatibility adapters pass allow_aliases: true; registry records and exact-execution envelopes pass false. Unknown, empty, or invalid UTF-8 input always raises Inventory::Errors::ValidationError.
